He has been practicing as a lawyer for almost 45 years and is recognized as a leading authority on land law and in the Ugandan banking and financial services sector. He was born in June 1962 in Kasese District,. Wilson Mbasu Mbadi is a high ranking General and the Chief of Defense Forces of the Uganda People’s Defense Forces (UPDF).Mbadi is one of Uganda’s most well trained soldiers.He joined Uganda People’s Defense Forces (UPDF) in 1986 shortly after Museveni’s capture of power as a youthful 24 year old boy.In 1991, Mbadi left for a one year Officer Cadet course at Royal Military Academy Sandhurst where he was the best in his class at the time of graduation.He attended Platoon Commander’s Course at Uganda School of Infantry located in Jinja at the time in 1992 .Mbadi attended Uganda Junior Staff College in Jinja.He attended Mobile International Defense Management Course in Lusaka Zambia and Company Command Course in Tanzania both in 1998.He was selected for the Combat Group Command Course at Armored Corps Center and School which is located in Ahmadnagar, India and was one of the best performers in 2001.Mbadi attended the Senior Command and Staff Course at the National Defense College, Kenya (NDCK) and he completed the Peace Support Operations Course (PSTC) at Karen Kenya both in 2004.

In 1978, FRONASA merged with other anti-Amin groups in Tanzania and formed the Uganda National Liberation Army (UNLA) who together with Tanzanian armed forces captured Kampala in April 1979 sending Idi Amin into exile. Saleh was later made a platoon commander of a UNLA unit in Moroto District. Following the bitterly contested December 1980 elections, Museveni declared an armed protracted Liberation struggle the Government of Milton Obote.Salim Saleh joined the National Resistance Army that would last until 1986. In January 1986, Salim Saleh commanded NRA’s assault on Kampala which eventually led to the demise of Tito Okello’s regime with Museveni becoming President. NRA became the National Army, with Salim Saleh as a commanding officer, General Elly Tumwine as the Army Commander and Museveni as the Commander-in-chief.Salim Saleh proceeded to command an army division against rebel groups that were remnants of the UNLA, including Uganda People’s Democratic Army (UPDA) in northern parts of the country. Following that course, he was promoted to the rank of General in the UPDF.Prior to the 2006 General Elections, Salim Saleh went back to school and obtained an A-level certificate, the minimum requirement to become a member of Parliament of Uganda. Following the elections, he was appointed Minister of State for Microfinance.A HOLIDAY TRIP THAT TURNED INTO A REVOLUTIONARY STRUGGLE- AS NARRATED BY GEN SALIM SALEH IN 2013I had just completed the second term in senior one at Kako Secondary School. I was 16 years of age in the year 1976. My sister Violet Kajubiri, then a teaching assistant at Makerere, insisted that I go to Kampala for holidays.Upon reaching Makerere, I was pleasantly surprised by violet who had organized a trip for me to visit my brother (now President Yoweri Museveni) in Moshi, Tanzania. She brought a ticket to Nairobi and I boarded the Akamba bus for my first visit outside the boarders of Uganda. Little did I know that this trip would be the beginning of my participation in the struggle that would liberate Uganda.In Nairobi, I was received by a private contact, a gentleman called Kajungu, who facilitated my trip to Tanzania. When I arrived in Tanzania, Mzee (President Yoweri Museveni) encouraged me to join a group that he had sent to Mozambique for training. I think Mzee had agreed with Violet and they had mooted a plan without consulting my parents. He was concerned about my security in Uganda and contended that the circumstances were not conducive for me to study, that is was better for me to struggle against the regime than to pursue a bleak future. After all, the dictatorship of the day was aware that he was organizing and mobilizing to fight it.

Whereas I was a aware of the suffering Amin’s regime had unleashed upon Ugandans, I did not appreciate military and political struggles. In fact at 16, my appreciation of economic struggles was also dismal. As such, my most cherished dream at that age was to be the first man to shoot at Amin, the man I knew to be Uganda’s major problem. Moreover I didn’t find the studies I had been compelled to undertake very appealing. I was delighted to have been availed the opportunity to abandon seemingly fruitless pursuits of education for more exciting roles. Destroy led me to Mozambique, where, together with other combatants, we were trained in revolutionary warfare.

Therefore, the foundation of my views on several issues bears root in the experience in Mozambique and it influences and informs my opinion and decisions to-date. We studied Walter Rodney, ‘How Europe Under developed Africa’, ‘Dogs of War’, and several other inspiring ones. Mzee had formed the Front for National Salvation (FRONASA), one of the fighting groups based in Tanzania to overthrow the dictatorship. As the momentum against the Idi Amin dictatorship mounted, I became actively involved in combat alongside the Tanzanian Army although Mzee preferred to keep me away from direct fighting on account of my tender age.

I was assigned Liaison Officer for FRONASA and eventually Battalion Commander of the Red Army. Amin had provoked the Tanzanians by invading Kagera River Basin, an opportunity Mzee took advantage of to fight on. Amin eventually lost power in 1979.

At this point in time, I was still not well informed about politics and other socio-economic matters. The overthrow of Idi Amin was very fulfilling for me. I believed that the major problem was now solved and that it was up to the politicians and the professionals to clear up the political and socio-economic mess created by Idi Amin. But alas, this expectation did not materialize, for some countrymen were still interested in maintaining the status quo for selfish and parochial ends. The Obotes were later to hijack the revolution. I therefore realized that my earlier dream of eliminating Amin was indeed a dream, an oversimplification of a much broader political problem. The Amins and Obotes were a creation of the ignorance that our society was embedded in and the colonial set-up that had provided a fertile ground upon which such rulers emerged and thrived. It was therefore our duty to re-direct the cause and break the ground that enabled such a monstrous system to exist.

After the overthrow of Amin’s dictatorship the Red Army was disbanded and I was deployed to Mubende as a Recruit Instructor. Although I was bitter about the demotion from Commander of a Battalion to instructor, I took the opportunity to regularize my position in the Ugandan Army (the UNLA). I was selected to undergo a senior Non-commissioned Officers’ course (NCO’s) in Jinja, upon completion of which I was commissioned 2^nd Lieutenant in 1980 by the former President, H.E Godfrey Lukongwa Binaisa. However, Oyite Ojok, then serving as chief of staff of UNLA, deployed me to Moroto in Karamoja as a tactic to scatter FRONASA forces into disarray. FRONASA had been identified as a patriotic force and a potential threat to the regime. Therefore, the plan was to post us very far away from Kampala.

JOINING THE NATIONAL RESISTANCE STRUGGLE

After the 1980 elections were rigged, Mzee decided to wage war against the regime. He formed the Popular Resistance Army (PRA) that was later named the National Resistance Army (NRA) to struggle for a fundamental change that would guarantee the freedom of Ugandans.

On February 6, 1981, Tarehe Sita now marked yearly as a public holiday in Uganda, the Popular Resistance Army led by Mzee, composed of twenty-seven lightly armed men and a number of others without arms attacked Kabamba school of Infantry. I, however, learnt of the attack on Kabamba by the twenty-seven comrades from BBC Focus on Africa radio program at Kidepo National Park in North Eastern Uganda, where I had been posted.

Before I left to Kidepo, I saw many unexplained movements of vehicles in Moroto. The late Lt. Fred Rubereza was in charge and all pointers indicated that they were organizing. Whenever I asked him what was taking place and even offered my services to escort anything from Kenya to Uganda, he declined and said, “they would not trust me with the work”. The organization was very cautious and I think it was decided that it was risky to tell me about the move to the bush, on grounds that I was considered careless and adventurous. When l eventually got to know from BBC, I was dumb-founded to learn from the late Rubereza that he, all along had known what was happening!

In the same year, Oyite Ojok arrested me on trumped up charges of stealing a sweater for which I was sent to Moroto Prison. I was later given bail by a sympathetic magistrate called Otim but at the instigation and facilitation of Dora (Mrs. Pecos Kutesa), Lt. Wamala Katumba (nowa General) and other little girl, a sister of Lt. Dampa. We boarded a truck to Kampala and hid in a house in Bugolobi that was later destroyed by the UNLA. Gen.Wamala Katumba guided my escape to Matugga from where I joined the National Resistance Army struggle for freedom.

The revolutionary conviction and the comradeship experienced during the struggle of NRA were exceptional. The sacrifices we endured during the period were very soulful, as was the demise of both combatants and civilians. We faced what seemed an impossible mission, with an onerous and daunting task of capturing state power.

The patriotic spirit we had imbibed in Mozambique, the conviction our cause was right and achievable and the popular support of the masses illuminated in us the consciousness that the sacrifices we were undergoing were justified. Indeed in 1986 we were able to capture state power. I commanded the first mobile division that captured Kampala. In the same year, I was appointed Chief of Combat Operations of the NRA up to 1989 when at the age of 29, I was appointed Army Commander.

Destiny had determined my career as a revolutionary freedom fighter in 1976 and I had taken part in several victories registered in landmark battles. The population accorded me respect arising from this contribution they considered heroic. Even when I was at the pinnacle of power and had all material benefits a person could have, I remained very concerned about the poverty and the suffering many Ugandans were going through. Each passing day, I received many people seeking financial assistance, several of them with genuine cases.

I have a strong sense of feeling for others and always hoped for the day I would actively contribute to the improvement of the standards of living of fellow citizens.

Today, I am glad that after my patriotic struggles for a fundamental change that has guaranteed the freedom of Ugandans, I am now in the lead of transforming our society by improving their household incomes through Operation Wealth Creation. I appeal to fellow countrymen to support this noble cause for the good of all Ugandans. With the guaranteed peace and security across the country, improvement of the standards of living of fellow citizens will have answered my life time dream.

Chris Baryomunsi (born 9 December 1969) is a Ugandan physician, public health specialist, demographer, and politician. he is the current minister for Information communication Technpology and National Guidance. He served as State Minister for Housing in the Cabinet of Uganda. He was appointed to that position on 6 June 2016. From 1 March 2015 until 6 June 2016, he served as State Minister of Health for General Duties.

Chris Baryomunsi was born in Murama, Nyakishenyi, Rukungiri District, South Western Uganda, to the late Aloysius Mpungirehe and the late Rosaria Kamayangi in 1969 before migrating to Kanungu district in 1971.Baryomunsi is married to Fosca Twebaze the couple is blessed with two children.

He attended Kayungwe Primary School before going to St Paul’s Seminary Kabale for his O and A Level. Baryomunsi was admitted to Makerere University where he pursed human medicine and graduated in 1995 in Bachelor of Medicine and Surgery.

The new Minister of ICT after graduating in Medicine he pursed a post graduate diploma in Demography and in 1998 he graduated with Masters of Arts in Demography.

Baryomunsi went to acquire a post graduate degree in HIV/AIDS management from University of Boston and later PhD in Public Health majoring in Maternal Health from Atlantic International University, USA.

Chris Baryomunsi started working shortly after his graduation as a Medical officer at Mulago Hospital. He would later work as a reproductive health adviser for the Germany organization Deutsche Gesellschaft für Internationale Zusammenarbeit between 1999 to 2002.Baryomunsi also worked as a lecturer at Makerere University between 2000 to 2006. He worked also as a resproductive health adviser for UNFPA between 2002 to 2006.

Baryomunsi’s political journey began way back in high school when he was elected as a minister of education at St Paul’s Seminary Kabale. He was later elected the Finance secretary Federation of African Medical Students’ association at Makerere University.

In 2006, Dr. Chris Baryomunsi contested for Kinkiizi East Constituency Member of Parliament post in Kanungu District where he came as the NRM Party candidate. He was re-elected for the same post in 2011, 2016 and 2021.

While in Parliament, Baryomunsi has served on various committees including the Health and HIV/AIDS Committees to date, he was elected president of the African Parliamentarians Forum on Population and Development. Hon Milly Babalanda was born on 5th December 1970 to Mr. Sosani Magunda and the late Namuwaya Ruth of Nalinaibi Village, Nawantumbi Parish, Nawanyago Sub-County, Buzaaya County in Kamuli District. I am married to Pastor Samuel Babalanda of the Seventh Day Adventist Church. She has two biological children. she started off as a humble village girl from a very poor family in Nalinaibi in Kamuli district. Her parents could not afford to pay for my education. she gambled her way out at all levels.
This miserable background drew her to knowing and trusting God and to depend on Him for everything.FACTS BY HON MILLY BABALANDAI sat for my Primary Seven in 1985. I sat for my Senior Four in 1989 at Busoga High School in Kamuli where I did not perform well due to a difficult life.
I became a village political mobilizer, gaining popularity amongst the villagemates who included the late Alhaji Kirunda Kivejinja and the Rt. Honorable Rebecca Kadaga. These two hail from my sub-county.
I used to admire them to the extent of gaining their confidence and friendship. This interaction gave me a lot of hope and it was out of my determination that I secured an opportunity to attend a cadre-ship course at Kyankwanzi. I am cadre 31. Some of the products I was with in this training have served in positions as Ministers and RDCs. I did not get chance of deployment at this time. Instead, I remained in the village to change the mindsets of the communities.
Overall, the Kyankwanzi cadreship training changed my life. Indeed, the engagement with Rt. Hon. Rebecca Kadaga and the late Rt Hon. Kirunda Kivejinja was very productive for my political career.
1. How did you meet with the President? He has always praised you in public.
  Babalanda:I met the President in December 2010 in Jinja when I was a mobilizer in Kamuli. He picked interest in me basing on the submissions I made on matters of poverty alleviation in Busoga sub-region. He made a commitment to fund my initiatives.
  After the 2011 general elections, I received a telephone call from His Excellency appreciating my submission on poverty alleviation and also asking me if I could work with him in addressing the issue of chronic poverty in Busoga. I looked at this as a turning point in my life.
  We agreed to form Busoga Rural Development Agency – BRUDA which he funded. It was my first time to manage a big budget. I remember some individuals advising me to divert the money to other causes other than the issue at hand. They indeed tried to persuade me citing my impoverished background. I fervently prayed about this for three days and the Lord gave me Romans 10:11 which talks about the power of faith and belief in Him. I
  chose to be patient and focused.
  Around 2014, he appointed me as Deputy RDC Busia. Later in 2015, he deployed as the Assistant Head of the NRM National Chairman’s office at Mbuya, headed by Hon. Molly Kamukama Nawe. Later, after the 2016 elections he appointed me as Senior Presidential Advisor on Political Affairs and head of the NRM National Chairman’s office assisted by Mr. Kirunda Faruk. This is the office where I served until my appointment as Minister in Charge of the Presidency.
2. Why do you think the President chose you for appointment as Minister in Charge of the Presidency?
  Babalanda:I think the appointment was based on my character, method of work, loyalty and to assist him in implementation of the NRM manifesto.
  As you know, I have been heading his official political office. I have been key in taking record of his pledges, implementing programs, assessing manifesto implementation and coordinating his political activities. This has given me very good experience and as a member of the national task force, I think it was a good choice by the President to appoint a person who understands his political agenda at this critical time when we are talking of securing the future.
3. Is this office not too big for you?
  Babalanda:In the Book of John, Chapter 6:29 talks of our cardinal role as believers – to believe in the one He sent – and to leave everything else to Him. It reminds us that leaders are ordained by God.
  Leadership is all about sacrifice, understanding the interests of the appointing authority, understanding your roles and limits and respecting the team members. You don’t need to be a PHD holder to deliver. This is a political posting which takes passion and deep understanding of the mission at hand.
  My Ministry is quite diverse covering areas such as the Vice President’s Office, Security, Economic Monitoring, Patriotism, Anti-Corruption, Manifesto Implementation, Science and Technology, Uganda AIDS Commission, KCCA, RDC Secretariat and Presidential advisors.
  As a senior Presidential Advisor on Political Matters and Head of NRM National Chairman’s Office who has been working under direct supervision of the principal, I have gained enough exposure due to working closely with majority of the heads of government agencies. The only difference now is that I shall be their supervisor, if all goes well in the appointments committee.
4. What challenges do you anticipate in your new role?
Babalanda: Being a cadre, I anticipate many expectations from our mobilizers.
Secondly, ensuring that our Manifesto is implemented as planned and within the expected time frame is likely to be a challenge especially during the COVID-19 crisis. The fight against graft is an ongoing but quite challenging endeavor. Also, addressing the intelligence gaps in our security systems and the challenge of some sleepy RDCs.
If all goes well, I will share my detailed work plan in tackling the above challenges.

  Babalanda:I can say that this was the time when His Excellency the President offered me parental advice to return to school to complete my education on 8th May 2016 at Rwakitura. Returning to class as an adult was not easy given my other pressing responsibilities. The day I presented my A’ level certificate with 13 points for admission to Bugema University completely washed away my sorrows and depression.
2. What comments do you have on the new cabinet where you are a member pending Parliamentary approval?
  Babalanda:I call upon my colleagues to understand the NRM priorities in our mission to secure the future. Our impact will be felt by our sacrifices and contributions. This is not a reward but a call for duty as servants of the people. The culture of in-fighting and cliques should end forthwith to promote teamwork. This is not a tournament but a service.
  It will be very sad if we fail our principal and the party leadership who sacrificed day and night to come up with a good Manifesto which gave us victory in the general elections.
3. Who is your role model?
  Babalanda:This is a challenging question to me. However, I admired the work methods of my supervisors at State House when I was a Senior Presidential Advisor. Madame Lucy Nakyobe and Gen. Nalweyiso Proscovia have had a great impression on me. Both ladies are scandal-
  free, practical, uncompromising and result- oriented. They are frank in their dealings with people. I enjoyed working with them and I hope to pick a leaf from their methods of work to guide my next step of service.
4. What is last message to the public?
  Babalanda:This commitment will be made after going through the appointments committee of parliament. Nonetheless, I promise to maintain my method of work, which is accommodative and principled.

HON ODREK RWABWOGO Chairman/CEO- Tomosi Group and Senior Presidential Advisor Special Duties.I was born on September 17, 1969, on this land, went to a nearby primary school, then on to Rwampara for my secondary school at Bujaga and later to Mbarara for high school in a new makeshift private secondary school in 1988. I have lived at this farm for the last 47 years and raised my children there too. The additional name of ‘Bwesharire’ on the farm is of the ‘ Abahwezhu’ clan from which I come in Ankole. This man Bwesharire is the great-great-grandfather of them all who led them out of the old Mpororo kingdom wrangles to the present day rich and lush Sheema district in the greater Bushenyi, western Ankore. He was a good leader, a calm negotiator, a good listener and a fighter. Many of his relatives still live in Sheema. Within 10 years of settling on the land, Tomosi and Erina became one of the largest sellers of matooke (Bananas of all kinds), fruits and Vegetables. They also had a small herd of cows averaging 80-100 and were simple, comfortable Christians resisting the pressure of the world to conform.In 1997, the farm was expanded when I finished school (I was fortunate to go to a competitive Makerere university then and study economics and political science and later took a scholarship to the University of Wales Cardiff to study Media and journalism) beginning the fencing, paddocking and putting separations of acreage from land for animal rearing and crop and fruits growing. In a way, a sense of Specialization begun to take root for the farm to make sense.I met Patience in 2000 and we got married in 2002 and soon after, in 2002, as second-generation owners of the farm, my wife and I begun the improvement of the animal breed from long-horned Ankore cows that give less milk to second category cross breeds, especially of the Dutch Friesian and Holstein type. This, our entire area of farmers were largely doing the same to take advantage of the milk market that had become clear, starting around 1994.

She holds a Bachelor of Medicine and B achelor of Surgery, a Master of Medicine in Pediatrics, and a Master of Public Health, all from Makerere University College of Health Sciences. She is the elected Member of Parliament, representing the Kiboga District Women’s Constituency.

Ruth Nankabirwa was born on 28 November 1965. She hails from Kiboga District in Central Uganda. She studied at Nabisunsa Girls’ Secondary School for both O-Level and A-Level education. She holds a Bachelor of Arts degree in Fine Art from Makerere University. She also holds the degree of Master of Arts in Conflict Studies.

From 1994 through 1995, she served as a delegate to the Constituent Assembly. In 1996, Ruth Nankabirwa was elected to serve as the Member of Parliament for Woman Delegate for Kiboga District. She holds that position up to today. From 1998 through 2001, she served as Minister of State for Luweero Triangle in the Office of the Prime Minister. Between 2001 and 2008, she served as State Minister for Defense, a post she held until she was appointed to be the State Minister for Microfinance.

He was appointed to that position on 14 December 2019^.He previously served as Minister of Information Communications Technology and National Guidance from 6 June 2016 until 13 December 2019. He was Minister for the Presidency and Minister for the Kampala Capital City Authority between 2012 and 2016. He is also the elected Member of Parliament for Kibale County in Kamwenge District, on the National Resistance Movement political party ticket.

He was born in Kamwenge District on 1 December 1975 to Matayo Kagyigyi and Beatrice Kagyigyi. He is the fifth-born in a family of seven children. He attended Jinja College for his A-Level education. He received a Bachelor of Science in education in 1999, from the Mbarara University of Science and Technology. He also holds a Masters in International and Diplomatic Studies, and Masters in Public Health obtained in 2005 and 2019 from Makerere University.

Beginning in 2000 until 2001, he served as a customs officer with the Uganda Revenue Authority. In 2001, he was appointed deputy resident district commissioner and was posted to Iganga District, serving in that capacity until 2003. He was then brought into State House, where he served as a special presidential assistant for research and information from 2003 until 2005. In 2006, he entered elective politics by contesting the parliamentary constituency of Kibale County in Kamwenge District. In 2011, he was re-elected. In a cabinet reshuffle on 15 August 2012, he was appointed as minister for the presidency replacing Kabakumba Masiko, who resigned from government on 14 December 2011.

Frank Kagyigyi Tumwebaze is a married father of five children. He is of the Anglican faith.

Lt Gen Peter Elwelu is the Deputy Chief of Defense Forces Uganda peoples Defense Forces (UPDF). Gen Elwelu joined the army in 1978, attended the Tanzania Military Academy in Monduli.He was later posted to military installation at Kabamba.In 1995, he was transferred to Gaddaffi Military Barracks in Jinja, a cadet officer school.When Uganda first sent troops to Somalia in 2007 under the African Union Mission to Somalia, Lt Gen Elwelu commanded the first Uganda military contingent.

In June 2013, he was appointed commander of the 2nd UPDF Division based in Mbarara. Prior to that, he had served as the commander of the UPDF 3rd Division in Moroto.In November 2016 as the 2nd Division commander,

He also served as the commander of Land Forces after he was transferred from Mbarara as Second Division Commander.In February 2019, he was promoted to the rank of Lt Gen from Maj Gen.Gen Elwelu is also one of the 10 UPDF officers voted to represent the army in Parliament. Speaking on the sidelines of his swearing-in, he said the more than 100 Rwenzururu royal guards and family members killed during the Kasese clashes, were criminals. He was also among the seven top to middle commanders of security forces that were recently sanctioned by the US, for alleged involvement in human rights abuses in Uganda.

34. LT GEN PROSCOVIA NALWEYISO

Lt. Gen Proscovia Nalweyiso is a senior Ugandan military officer in the Uganda People’s Defence Forces (UPDF). At the rank of Major General, she is the highest ranking female officer, in the Ugandan military. She is one of the most powerful Women in Uganda and one of the best handlers of H.E Yoweri Kaguta Museveni. She was recently awarded by public Opinions with the Uganda Peace Champion in appreciation of her contribution to liberation of Uganda.Maj General Proscovia Nalweyiso was born in June 1954, in Mpigi District, in a family with 20 children. In 1979, she began work as a schoolteacher and typist in her home area. During his period, she became an active member of the Ugandan Democratic Party. Following the 1980 Ugandan National Elections and the subsequent formation of the National Resistance Army (NRA), Nalweyiso joined the guerrillas in the bush in 1982 which captured state power in 1986 hence the final liberation of Uganda from tyrannical regimes.In 1983 a unit of female NRA fighters was formed and Nalweyiso was appointed as its commandant. The following year, the unit was relocated from Luweero District in Central Uganda, to Western Uganda.In 1985, the unit Nalweyiso commanded, participated in the NRA forces that attacked Mbarara military barracks. Following that deployment, the NRA Women’s Wing settled in Fort Portal, until the war ended in 1986.In 1986, when the NRA captured power, Nalweyiso was given the rank of captain and appointed the commandant of the 800-member women’s wing in the army, at that time. She steadily rose through the ranks and by 2000 was at the rank of Lieutenant Colonel.In 2011, Proscovia Nalweyiso became the first female Brigadier General in Ugandan Army ranks, a noteworthy achievement, which was celebrated across the continent. Fast-forward to 2017, the country has recorded another remarkable milestone, the promotion of Brigadier Nalweyiso to the rank of Major General.

For over a decade prior to her promotion to Major General, she had worked at the Uganda State House as an aide and military adviser to H.E Yoweri Kaguta Museveni the president of the Republic of Uganda.

She was the comptroller of the State House of Uganda since 2010 when she took over office from Richard Muhinda. As the State House comptroller, Ms. Nakyobe is the head of administration in State House and her duties include ensuring proper coordination and organization of all operations and activities in State House, tendering advice to the President in respect of the business, general administration and policy issues, ensuring implementation of Government business and also ensuring proper expenditure of public funds in accordance with laid down Government accounting procedures.Before becoming the State House comptroller, Ms. Nakyobe worked in the accounts department of the State House as an Undersecretary of Finance and administration where she was responsible for preparation of annual policy statements, budget framework, budget estimates, work plans and procurement plan. She was also responsible for logistics management and procurement, responsible for finance and administration for the Office of the Vice President as well as also supervising and mentoring lower staff.From 1989 to 1990 Ms. Nakyobe worked as a research assistant on the behavioural risk studies among Baganda women under Case Western Reserve University/Makerere University collaborative research project and from 1990- 1991 where she was the Assistant Secretary of the Environment Protection department.Ms. Nakyobe has served as an assistant secretary in various departments of the State House and these include: Energy and Natural Resources department from 1991-1992, Tourism and Wild Life from 1993-1994, Office of the Vice President from 1994-95 and the State House from1995-1998.In 1990 Ms. Lucy Nakyobe graduated for Makerere University with a Bachelor’s degree in Social Sciences, she then later in 1995 graduated with a PGD from Uganda Management Institute under Makerere University. She also obtained a masters degree in Public Administration and Management from Makerere University in 1999.Ms. Lucy Nakyobe has also continued to widen her academic knowledge by studying a variety of other short courses from different institutions. He is an Attorney of the Courts of Judicature of Uganda and a Notary Public. Before he was elected Deputy Speaker, he was practicing law under J. L. Oulanyah & Attorneys. He has specialised training in legal and legislative drafting and has experience in drafting laws and agreements, including peace agreements. He taught legislative drafting and constitutional law to post graduate law students at the Law Development Centre. In February 2016, he was re-elected for the third time to Parliament to again, represent the people of Omoro County in Gulu District of Northern Uganda. He was re-elected Deputy Speaker of the Parliament of Uganda in May 2016.

Rt Hon Oulanyah Jacob L’Okori is a Ugandan agricultural economist, lawyer and politician; he has been the Deputy Speaker of the Ugandan parliament since 19 May 2011. Oulanyah is the Member of Parliament representing Omoro County constituency.

He was born in Gulu District, on 23 March 1965. He attended St. Joseph’s College Layibi, Dr. Obote College Boroboro, and Kololo Senior Secondary School for his O-Level and A-Level education. In 1988, he joined Makerere University, the oldest university in the East African Community, where he studied agricultural economics. He graduated in 1991 with a Bachelor of Arts in that subject. That same year, he entered law school, also at Makerere University, graduating in 1994 with a Bachelor of Laws degree. He served as speaker of the university students’ guild during his stay at Makerere. In 1995, he attended the Law Development Centre (LDC), where he obtained a postgraduate diploma in legal practice

Following his graduation from the LDC, Oulanyah worked as a lecturer at the centre. During the same timeframe, he began private law practice at the law firm of Oulanyah, Onoria & Company Advocates. In 2001, he entered politics by successfully contesting for the parliamentary seat of Omoro County in Gulu District under the no-party arrangement constitutionally referred to as the Movement Political System. He was however a cardholder of the Uganda People’s Congress (UPC). In 2005, he chaired the legal and parliamentary affairs committee that handled the constitutional amendment bill that proposed the lifting of the presidential term limits. He also participated in the peace talks between the government of Uganda and the Lord’s Resistance Army rebels. In 2006, standing as a UPC candidate, he lost his re-election bid. In July 2006, he quit the UPC and joined the ruling National Resistance Movement (NRM). In 2008 he served as the chairman of the commission of inquiry into the controversial sub-lease of Kisekka Market, one of the municipal markets in the city of Kampala. In March 2011, Oulanyah was elected to represent Omoro County, Gulu District, in the Ninth Parliament, this time on the NRM ticket. He was elected as Deputy Speaker of Parliament on 19 May 2011

Who is Rt Hon Robinah Nabbanja the Champion of Public Accountability and Better Service Delivery in Uganda?

Rt. Hon. Robinah Nabbanja is the Prime Minister of the Republic of Uganda and Leader of Government Business in Parliament.

Rt. Hon. Robinah Nabbanja was appointed as Prime Minister and Leader of Government Business in Parliament by H.E. President Yoweri Museveni on 8th June 2021 becoming the 11th person and first female, to occupy the office since Uganda became independent in 1962.

Before this appointment, Hon. Nabbanja was the Minister of State for Health in charge of General Duties, a position she was appointed to on 14th December 2019.

Nabbanja was born and raised in Kamusenene village, Nkooko Sub County in present-day Kakumiro District, Bunyoro, Western Uganda on 17 December 1969. She attended Nkooko Primary School before joining St. Edward’s Secondary School Bukuumi, for both her O-Level and A-Level studies.

Between 1990 and 2000, Nabbanja obtained Certificates and Diplomas in Leadership, Management and Development Studies, from various institutions, including Uganda Martyrs University, Uganda Management Institute, the Islamic University in Uganda and the National Leadership Institute Kyankwanzi.

She later obtained a Bachelor of Democracy and Development Studies Degree from Uganda Martyrs University in 2013. From 1993 until 1996, Hon. Nabbanja was a School Teacher at Uganda Martyrs’ Secondary School Kakumiro. She then served as a District Councilor, representing Nkooko Sub-County, in what was Kibaale District at the time, from 1998 until 2001. During that period, she concurrently served as the Secretary for Health, Gender and Community Services for the district.

For 10 years (2001–2010) she served as a Resident District Commissioner in the districts of Pallisa, Busia and Budaka, before joining elective politics in 2011, when she successfully contested for Kibaale District Woman Representative in the 9th Parliament (2011–2016).

When Kakumiro District was created in 2016, she successfully contested for the Woman Representative seat for the new district. She is currently the Woman MP for Kakumiro District, having won re- election for the same seat in the January 2021 elections.

During her time in Parliament, she served as Treasurer of the NRM Caucus (2011-2016), and as a Parliamentary Commissioner (2016-2019).

Rt. Hon. Nabbanja Robinah is currently a first year Masters student of Monitoring and Evaluation at Nkumba University, Kampala Campus.

Rt. Hon. Nabbanja is passionate about Community Mobilization and effective Service Delivery. Rt Hon Nabbanja as always described President Museveni as the Uganda Peace and Development Champion.

Rt Hon Anita Annet Among was born on 23 November 1973. She is a Ugandan accountant, lawyer and politician, who is the current Speaker of the National Assembly and the Member of Parliament, representing Bukedea District Women Constituency in the 11th parliament

Hon Among was born in Bukedea District in Teso Sub Region in Eastern Uganda. She attended local schools for her elementary and secondary education. She graduated with a Bachelor of Business Administration degree, from Makerere University, in 2005. In 2008, she was awarded a Master of Business Administration degree, also by Makerere University.

In 2018, Among graduated from Kampala International University, with a Bachelor of Laws degree. At that time she was in the process of attaining qualification as a Chartered Certified Accountant.

From 1998 until 2006, Ms Among worked at Centenary Bank. At the time she left in 2006, she had risen to the rank of branch manager. For the ten years prior to her election to parliament, she served as a lecturer in accounting, at Kampala International University.

For two parliamentary election cycles in 2007, when Bukedea District was created, and 2011, Among lost the District Woman Representative seat to Rose Akol of the National Resistance Movement political party.

Among, a long-time member of the opposition Forum for Democratic Change political party, contested in 2016 as an independent candidate and she won and is the incumbent Member of Parliament todate.

In the 10th Parliament, Ms Among served as the Vice Chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

In 2020, she joined the National Resistance Movement (NRM) and won the party primaries. In the 2021 general elections, Among was one of the few legislators who was elected unopposed to join the 11th parliament. 46. HON REBECCA KADAGA Minister in Charge of East African Community Affairs.

Rt Hon Rebecca Alitwala Kadaga was born in Kamuli District, Eastern Uganda, on 24 May 1956. Rebecca Kadaga attended Namasagali College for her high school education. She studied law at Makerere University, graduating with the degree of Bachelor of Laws (LLB), in 1978. She went on to obtain a Diploma in Legal Practice from the Law Development Center in Kampala in 1979. In 2000, she obtained a Diploma in Women’s Law from the University of Zimbabwe. In 2003, she obtained the degree of Master of Arts (MA), specializing in Women’s Law, also from the University of Zimbabwe.In 2019, Nkumba University, a private university in Uganda, awarded Kadaga an honorary Doctor of Laws degree.

The Rt Hon.Rebecca Alitwala Kadaga is a Ugandan lawyer and politician who has been Speaker of the Parliament of Uganda since 19 May 2011.She is the first woman to be elected Speaker in the history of the Parliament of Uganda. She succeeded Edward Ssekandi, who served as Speaker from 2001 to 2011. She is also the current Member of Parliament (MP) for the Kamuli District Women’s Constituency, Busoga sub-region, a position she has held since 1989.

Between 1984 and 1988, she was in private law practice. From 1989 to 1996, she served as the member of parliament for Kamuli District in the District Woman’s Constituency. She served as the Chairperson of the University Council for Mbarara University, between 1993 and 1996. During 1996, she served as Secretary General of the East African Women Parliamentarians Association.

From 1996 to 1998, Rebecca Kadaga was the Ugandan Minister of State for Regional Cooperation (Africa and the Middle East). She then served as Minister of State for Communication and Aviation from 1998 to 1999 and as Minister for Parliamentary Affairs from 1999 to 2000. She was elected as Deputy Speaker of Parliament in 2001, a position that she held until 19 May 2011, when she was elected Speaker of Parliament.

Following the February 2016 general election, Kadaga was unanimously re-elected as Speaker of Parliament on 19 May 2016

Besides her duties as speaker of the Ugandan Parliament, she sits on the following parliamentary committees:

Appointments Committee – The Committee reviews all Cabinet appointments by the President, and may approve or reject an appointment: The Speaker chairs the committee
The Parliamentary Commission – The Speaker chairs the Commission
The Business Committee – The Speaker chairs the committee

The Rt Hon Rebecca Alitwala Kadaga is an Inductee in the Uganda Who is Who Book of Records in appreciation and recognition of the great contribution towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals (UN SDGs)-Inducted and Accredited by Public Opinions.
