22 Reasons why Ugandans Love President Museveni
While some ideologically bankrupt groups are against the leadership of President Museveni, a large section of Ugandans continue to associate with President Museveni basing on 22 achievements listed hereafter;
- Through Ministry of Gender, Labour and Social Development (MGLSD), The NRM Government disbursed shillings 100 Billions to women groups for 10,922 projects, benefiting 135,873 women. Recovered Shs14.629Billion of the revolving funds, reflecting 93.0% of the funds due and 368 women groups have repaid 100% of the loan.
- President Museveni directed Ministry of Gender,Labour and Social Development (MGLSD) to revise the Uganda Gender Policy, 2007 to align it with international, national and regional frameworks / instruments; in particular to the Sustainable Development Goals and the East African Community Gender Policy, and National Development Plan (NDP) II;Led the Formulation of the East African Community Gender Policy; Launched the National Policy on Elimination of Gender Based Violence in Uganda, 2016; Developed and implemented the National Action Plan on the Elimination of Gender Based Violence (2016-2021); Developed the National Action Plan on Women Peace and Security (2020-2025).
- President Museveni has been at the forefront of protecting the rights of women and girls through promotion of maternal health, ending child marriages, curbing teenage pregnancy, tackling stagnating prevalence of HIV/AIDS and implementing a National Policy and Action Plan to eliminate Gender-Based Violence and Female Genital Mutilation. The Ministry of Gender,Labour and Social Development (MGLSD) Launched the National Action Plan for Women, Girls Gender Equality and HIV and AIDS 2016/17- 2020/21;The MGLSD is supporting the running of the GBV Shelters in the 13 districts of Gulu, Lira, Masaka, Mbarara, Kumi, Katakwi, Amuru, Pallisa, Nebbi, Mubende, Kween, Moroto and Kampala.
- The NRM Government under the wise Leadership of H.E Yoweri Kaguta Museveni has supported The Social Development Sector which has maintained high levels of compliance with Gender and Equity budgeting based on assessment of the Equal Opportunities Commission. The scores have been as follows; FY 2016/17 scoring 98%,FY 2017/18 scoring 91%,FY 2018/19 scoring 88%,FY 2019/20 scoring 93%, and FY2020/21scoring 95.5%. The Ministry of Gender, Labour and Social Development formed a resource pool of 100 trainers from selected MDAs. They have been trained as National Trainers and Assessors on Gender and Equity Budgeting across MDAs and LGs.
- On the Directive of President Museveni, The NRM Government through Ministry of Gender, Labour and Social Development has financed a total of 20,159 youth projects worth Shs160.238Billion benefiting 241,799 youth of whom 46% are female. The projects funded in the different years are: 4,210 youth projects benefiting 46,484 youth in 2019 (44%),The 4,455 youth projects benefiting 51,192 youth in 2018 (55%),The 3,284 youth projects benefiting 38,488 youth in 2017 (47%), The 2,705 youth projects benefiting 33,789 youth in 2016 (39%). This has created about 200,000 direct jobs and over 500,000 indirect jobs through the multiplier effects at household and community levels, an independent Impact Evaluation of the Programme by consultants from the University of California and Makerere University conducted in 2018/2019 revealed that the Programme had made a 4% contribution to job creation in Uganda.
- President Museveni supported the establishment of the National Council for Older Persons and its structures have been established from the village to national levels by the Ministry of Gender,Labour and Social Development. The Ministry Rolled out implementation of the SAGE Programme in all districts targeting 358, 420 older persons of which 143,368 are Male and 215,952 Female; and The national rollout was launched by H.E the President on the 8th March, 2020 during the celebration of the International Women’s Day in Mbale.
- President Museveni as played a pivotal role to Improve Uganda’s Forest Management and provide Benefits to Communities, including Refugees. With the Good Leadership of H.E Yoweri Kaguta Museveni, the World Bank’s Board of Executive Directors approved total financing of $148.2 million to enable Uganda to improve sustainable management of forests and protected areas and increase benefits to forest-dependent communities, including refugees and their host communities. $78.2 million of this financing is a concessional credit, while $70 million is a grant, including from the International Development Association’s (IDA18).
- President Museveni as supported all efforts to fight International Money Laundering and he has been an epitome of ensuring effective financial institutions in ganda.Its upon this background that President Museveni supported the establishment of the Finance Intelligence Authority to monitor, investigate, and prevent money laundering in the country. It is also responsible for the enforcement of Uganda’s anti-money laundering laws and the monitoring of all financial transactions inside the country’s borders.
- President Museveni is a key promoter of Atomic Energy in Uganda. He has been supportive to the Atomic Energy Council which was established by the Atomic Energy Act, 2008 with the mandate to regulate the peaceful applications of ionising radiation; to provide for protection and safety of individuals, society and the environment from the dangers resulting from ionizing radiation; to provide for the production and use of radiation sources and the management of radioactive waste; to provide for compliance with international safety requirements forthe use of ionising radiation, radiation protection and security of radioactive sources.
- President Museveni has been an instrumental Leader in regulating retirement benefits of the Public servants and hence he advised government to establish the Uganda Retirements Benefits Regulatory Authority which is now responsible for regulating the establishment, management and operation of retirement benefits schemes in Uganda in both the private and public sectors. The Authority is focusing much into Protection of funds, pension members and beneficiaries’ interest by promoting transparency and accountability, ensuring the stability and integrity of the financial sector through the stability and security of pension funds and ensuring sustainability of the pension sector as a whole and encouragement of pension provision with a view to promoting long term capital development.
- KCCA has with funding from Government of Uganda, Uganda Road Fund and development partners, tarmacked and reconstructed or upgraded to bitumen standard a total of 98 roads with a total length of 137 Kms as follows: – from murrum to tarmac 54 roads with 60.12 Km – reconstructed 44 roads with 77 Kms. KCCA continues to annually: maintain over 616 kms of paved roads and maintain over 728 kms of unpaved roads.
- With funding from the World Bank, KCCA reconstrucetd 24 kms of road and signalise 13 traffic junctions as follows; Dualling of John Babiha Avenue (1.45 km), Reconstruction of Nakawa-Ntinda Road (2.82 km), Tarmacking of Kulambiro Ring Road/Najeera Spur (5.52 km), Tarmacking of Kabuusu –Bunamwaya- Lweza Road (8.5 Km), Reconstruction of Lukuli Road (7.71Km) including signalisation of Lukuli/ Namasoole/ Kayembe junction.

- President Museveni through KCCA has supported Kampala Improvement, Design and beautification of Junctions in Kampala. The 21 junctions that have been signalized and functional are; Nateete, Nakawa, Wandegeya, Jinja road – Lugogo bypass, Lugogo bypass – Upper Kololo, Lugogo bypass – Naguru road and Upper Kololo – Wampewo, junctions along Makerere Hill road, Fairway junction, Bwaise – Mambule along Bombo road, junctions along Hoima road (Bakuli– Nakulabye section).
- President Museveni has supported the Project for the Improvement of Traffic Control in Kampala Capital City using a Government of Japan Grant to Government of Uganda (USD 23 million). This will involve removal of roundabouts, improvements to the geometric layouts, junction improvements, reconfiguration and signalization of 30 junctions across the City and construction of Kampala Traffic Control Centre at City Hall.
- The Government of Uganda is building Busega Market. The project is implemented by Ministry of Local Government under the MATIP program to accommodate 2,200 vendors. The Market is to be operational in FY 2020/21.
- Kitintale market currently under construction to: (i) To create decent affordable workspaces for 2000 vendors (ii) Promote value addition activities along the agricultural value chain
- President Museveni is committed to ensure Security in Kampala. Working with the Kampala Metropolitan Police KMP, KCCA has achieved the following; Installation of CCTV camera, Enforcing of trade order, Elimination of criminal gangs like Kifeesi, Installation of street lights in sections of the City (Makerere Hill road), Currently undertaking deliberate efforts to regulate the Boda Boda industry.
- President Museveni through KCCA Improved Urban Physical Planning hence reducing number of days for building plan approval from 60 days (2016) to 14 days (2020). KCCA has assigned 166,098 properties with house numbers on 1,588 roads in the city in which 86,252 House numbers have been entered in the online database Over 2,599 Street signage faces have been installed on 1,742 sites improving navigation using GPS and online service delivery. As of May 2020, confirmed 3,359 Roads have been named as follows; 1019 in Kawempe, 959 Makindye, 765 Lubaga & 595 in Nakawa.
- With Guidance of H.E Yoweri Kaguta Museveni,KCCA addressed The Youth Agenda in Kampala in which over 14,000 youth have been registered since inception in FY 2014/15 and 4000 youths trained on ICT, life and social skills, 600 job seekers connected to employment, Launched the National Job-Matching Database tool with 532 job applicants and 12 companies, established the Kabalagala Youth Centre to support Youth skilling and employment initiatives. Over 3,600 youths trained to date Under other different Youth Development Initiatives, KCCA has impacted over 10,000 youth & 65,000 community members equipped with business skills & start- up capital.
- With support from H.E Yoweri Kaguta Museveni,KCCA has implemented the Youth Livelihood Project which target the unemployed youth. KCCA started implementation of the YLP program in the FY 2013/14 and has to-date disbursed UGX 3.43 Billion benefiting 359 youth projects with over 3,956 youths comprising of 2,122 males and 1,834 females. Cumulatively, UGX 768,184,670 has been recovered accounting for a recovery rate of 22%.
- Kampala Capital City Authority has been implementing the Youth Venture Capital fund which was introduced in 2011 with UGX 3.2 Bn and aims at Youth enterprise development, job creation and business skills training and development. In Kampala, the Fund is managed by Centenary Bank as a revolving fund and to date over 13,293 youths have benefited, Disbursed UGX 4.1 Bn as loans in which Interest rate is at only 11%. With 6.42% Non-performing rate the lowest in the country among all Government funded projects.
