He, indeed was a Giant.He was physically present in Akokoro in Apac District then, for the burial of Dr. Apollo Milton Obote at a time when many, in his position, would never risk to endanger their ‘jobs’. He acknowledged and bid farewell to his ‘mentor’, Apollo Milton Obote.
Dr. Prof. Emmanuel Tumusiime Mutebaile, was a giant. A giant of Finance. A giant of Economics. An ‘Economy’ giant. A micro & macro economics giant. An intellectual giant. A social giant. A political giant. A multi-faceted GIANT.
His presence was all over the room, wherever he was. He walked with purpose, with grace, with gait. He spoke with confidence, with authority. No one could beat his professional knowledge and how he communicated it.
His eye, so intimidating. Prying through those spectacles. Very commanding indeed. Those bold and imposing eyes!!
Encountering him as a Secretary to the Treasury, you were confident that Uganda was in safe hands. He was serving the nation to the best of his ability, in the prevailing circumstances. He was ever a joy to debate with – on anything. His sense of humor, so entertaining, so infectious.
He always walked to Parliament as a duty he was well aware of. His professionalism baffled many in the house. His exceptional understanding of ‘things’ macro- and micro-economic could only be matched by the likes of Hon. John Ndege (Luuka), Hon. Dr. Daudi Magezi (Jinja East), Hon. Manzi Tumubweine (Rukiga), Hon. James Erieza Mwandha (Bugweri/PWD), Hon. Okulo Epak (Oyam South), Hon. Abednego Ongom, Hon. Dick Nyai (Ayivu), Hon. Augustine Ruzindaa (Ntungamo), Hon. Elly Rwakakooko, Hon. Elly Karuhanga (Nyabushozi), Hon. Jack Sabiti (Rukiga), Hon. Manuel Pinto (Kakuuto), Hon. Yona Kanyomozi (Kajara), Hon. Prof. Mondo Kagonyera (Rubabo), Hon. Ephraim Kamuntu (Sheema South), Hon. (Sir) Richard Kaijuka, Hon. Amanya Mushega (Igara East), Hon. Richard Ssendaula, Hon. Joash Mayanja Nkangi, Hon. Dr. Chrispus Kiyonga, Hon. Miria Matembe (Mbarara WMP), Hon. Winnie Byanyima (Mbarara Municipality) and Hon. Basoga Nsadhu etc. He was a class of his own.
He was a Kampala Club guy. Members enjoyed his patronage for many years. A very respected social man. It was always said that he loved his whisky ‘Blue’.
His place in the VIP Lounge was ever set. Exiting and returning from his numerous global engagements. Washington at the IMF/World Bank meetings, Paris, Geneva and wherever else money and finance managers of the world met. He knew the world and indeed the world knew him.
He was physically present in Akokoro in Apac District then, for the burial of Dr. Apollo Milton Obote at a time when many, in his position, would never risk to endanger their ‘jobs’. He acknowledged and bid farewell to his ‘mentor’, Apollo Milton Obote.
He earned my complete respect and admiration for him as he lined up to take his turn at the ferry as we crossed back from Akokoro through Masindi port. His number plate ‘Governor’ not withstanding, he stayed in the queue as we slowly made it to the pier. No lead car to push everybody else out of the way.
He was an accomplished man in many ways. He served as Governor, Bank of Uganda for the looooongest time in Uganda’s banking history. His signature on our ‘legal tender’ always reminded me of Governors before him under whose hands Ugandans became rich or poor. Onegi Obel, Dr. Sulaiman Kiggundu, Mubiru.
I wondered what was going on in Bank of Uganda when the Central Bank of Uganda started reporting ‘Losses’ and un-balanced books. Parliament started ‘writing off’ figures. Kept wondering how this was tenable!!!
When pallets of newly printed extra money ‘appeared’ as part of a chartered consignment were crossing between Kampala and Entebbe, it was a maze of financial happenings.
When the Central Bank turned itself into a Commercial Bank defying all what Professor Banugire had taught at Makerere University, the fundamental understanding of the structure of money in an economy turned around. It was indeed hard to comprehend how our banking sector relates to the classical economic theories that ‘Livingstone & Ord’ espoused .
Technology never intimidated him. ‘Blockchain’, big data, Bitcoin and all those technologies, buzz etc never swayed his resolve on old school approach to financing, tools, platforms and whatever they were called. At the Serena Conference Centre, he was there in person to attend the Fourth Blockchain Conference in Africa. He swam against the blockchain tide. Wow .
The giant of banking of our times has rested. His absence spells doom & gloom for my Uganda. I truly wish I could be optimistic. But, with the E-theft in vogue, I am not comforted by the ‘macro-economic stability’ and ‘all the fundamentals’ being in the right place.
The knowledge world is less by one this Sunday. Emmanuel Tumusiime Mutebaile joins a ‘class’ of Ugandans that lived before their time. Working in, working for and working with a dysfunctional system. One that could have worked efficiently & effectively for everyone but ended up working only for some.
Oba how much money sits on his account(s)? Just curious. In US Dollars, in Euros, in British Pounds, in Uganda Shillings, in other monetary instruments or whatever they are called? Just think of this.
Saddening indeed. Rest in eternal bliss our Giant. Thank you & God Bless you.
