Certified: The Uganda Great50 Economic Stakeholders certified with the Uganda Economic Development Mark of Excellence 2021 by Public Opinions-Uganda’s Economic achievements
This is the latest list of the best performing companies in Uganda released by Public Opinions in association with the Department of Economic Monitoring Office of the President of the Republic of Uganda.
Between the month of May 2021 and December 2021,Public Opinions conducted a field based survey engaging Government Officials, Retail Shops owners, Political party Leaders, Local Leaders as well as Chief Executives to determine the best Performing Public and Private Sector Companies working towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals (UN SDGs).
This recognition is not for the biggest companies in Uganda but it’s for Companies and Government Agencies that are fully committed to social-economic transformation of Uganda. The recognition is for companies that have committed themselves to transform the livelihoods of the people of Uganda.
You need to note that over the last year the economy has remained resilient and is on a recovery path, amidst the ongoing pandemic and other shocks experienced over time. Economic growth for this financial year is projected at 3.3%, rising from 3.0% last financial year.
The economy has grown significantly over the last five years. The size of the economy has grown from Shs. 108.5 Trillion in 2016/17 to Shs 148.3 Trillion in current prices by June 2021, equivalent to US$ 40 billion. The Industry sector’s contribution to the economy has increased slightly from 26.0% in 2016/17 to 27.4% in 2020/21. However, manufacturing has significantly diversified into many new products such as ethanol from sugar, and casein and powdered milk from dairy.

In addition, Uganda’s products now have a widespread regional presence. For instance, in the pharmaceutical industry, CIPLA Quality Chemical Industries Limited (CIPLAQCIL), now has a footprint in West and Southern Africa. In the steel industry, Roofings Limited has become a premier source of Steel and Plastic in East and Central Africa. In the construction sector, our companies like Dott Services are now operating in DRC and many more companies operate in South Sudan,Rwanda,etc.
There has been increased production of agricultural commodities, including for export. For instance, Coffee production increased from 4.6 million 60-kg bags in Financial Year Page 6 of 35 2015/16 to 8.1 million bags in the Financial Year 2020/21. Over the same period, fish catches increased from 449,000 to 600,000 tonnes. Milk production has also increased from 2.1 billion to 2.6 billion litres, over the same period.
International trade continued to flourish despite the COVID19 pandemic. Merchandize exports grew by 4.7% increasing from US$ 4.1 billion in 2019 to US$ 4.3 billion in 2020. Agricultural export values grew by 19% from US$ 1.4 billion in 2018/19 to US$ 1.8 billion in 2019/20. Happily, Uganda’s merchandise trade deficit has significantly narrowed from US$ 2,866 million in 2018/19 to US$ 2,365 million in 2019/20, a reduction of US$ 500 million in one year.
The recently concluded Household Survey reports that poverty has declined from 21.4% in 2016/17 to 20.3% in 2019/20. Poverty rates reduced in West Nile, Bunyoro, and Elgon regions, among others. The Household Survey also found that 68% of Ugandans work in Agriculture and 74% of Ugandans of working age are engaged in some form of employment. Formal employment has also expanded by 17% between 2016/17 and 2019/20, with the PAYE register expanding from 1.3 to 1.5 million registered taxpayers, according to the Uganda Revenue Authority. All these have been achieved due to the contribution of the Private Sector companies as well as the Great Leadership of the Government.. We appreciate the work of the Great50 Companies in reaching the milestone above.
The core goal of the Uganda Economic Development Mark of Excellence accreditation/Award is to promote responsible Investments and encourage private and public sector agencies to work more and more towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals (UN SDGs).

The company is a revival of the older Uganda Airlines which operated from 1977 until 2001. The current carrier began flying in August 2019Following studies and wide consultations, the Cabinet of Uganda opted to re-launch Uganda Airlines with six new jets, two of which are wide-body, long-range A330-800 and the other four being CRJ900 aircraft.The studies recommended an equity investment by the government of approximately US$70 million and loans totaling US$330 million, borrowed from regional lenders, such as the Trade and Development Bank, to complete the purchase.
As of 19 March 2019, according to Ephraim Bagenda, the company’s chief executive at the time, 12 pilots and 12 co-pilots (total of 24 cockpit crew), all of them Ugandans, had completed their training and certification on the CRJ900-ER aircraft. The first two regional jets were expected in Uganda in April 2019. The third jet was scheduled for delivery in July 2019 and the fourth CRJ900 was expected in September 2019. Between April and June 2019, the airline planned to obtain an Air operator’s certificate (AOC) from the Uganda Civil Aviation Authority and start operations by 30 June 2019.
On 8 April 2019, the expected delivery date for the first two jets (5X-EQU and 5X-KOB) was reported as Tuesday 23 April 2019. In April 2019, the delivery of the first Bombardier CRJ900 was confirmed as 23 April 2019 and that of the first Airbus A330-800 as the first half of 2021.
On 27 July 2019, the Uganda Civil Aviation Authority awarded Uganda National Airlines Company with an Air Operator Certificate, finalizing a five-step, three-month certification process that cleared the airline to commence commercial operations.
On 2 August 2019, the airline announced the launch date as the 28th of the same month, with flights to Nairobi, Mogadishu, Dar es Salaam, Juba, Kilimanjaro, Mombasa and Bujumbura.
On the morning of 28 August 2019, Uganda Airlines had its first commercial flight from Entebbe to Jomo Kenyatta International Airport (JKIA) with eight passengers on board.
On 13 November 2019, Uganda Airlines launched the first flight to Kilimanjaro International Airport; thereby completing the first phase of operations to seven routes which was started with flights to Jomo Kenyatta International Airport nearly three months earlier.
On 16 December 2019, Uganda Airlines commenced regular commercial passenger service to Zanzibar in Tanzania. The three-times-weekly service, brought the airline’s destinations to eight in the second phase of route expansion.
On 1 October 2020, after a six-months pause in scheduled passenger service, due to travel restrictions imposed as a result of the COVID-19 pandemic, Uganda Airlines resumed scheduled passenger service, in a phased manner. On that day, the airline’s hub, Entebbe International Airport that had been closed to passenger traffic since March 2020, was opened for resumed passenger service.
On 18 December 2020, Uganda Airlines launched commercial flights to Kinshasa in the Democratic Republic of the Congo. The three times weekly operation increased the airline’s expanding network to ten destinations.
It is expected that when Kabaale International Airport is completed in 2021, a network of flights to local, regional and international destinations, will be developed around the new airport.
Uganda Airlines is expected to start flights to Europe, Asia and the Middle East.The intercontinental and intracontinental destinations under consideration include: Heathrow Airport, Dubai International Airport, Guangzhou Baiyun International Airport, Mumbai International Airport, airports in West Africa and airports in Southern Africa.
In October 2020, it was reported that Uganda Airlines had received regulatory approval to begin scheduled passenger service to South Africa. The airline began service between Entebbe Airport and O. R. Tambo International Airport, four times a week, effective 31 May 2021.
On 2 March 2021, it was reported that the airline would commence five-times-weekly scheduled service between Entebbe and London Heathrow on 28 March 2021, using the A330-800 equipment. However, the service did not commence as originally planned due to failure of the airline to get the aircraft appropriately certified by Uganda Civil Aviation Authority. Appropriate certification of the A330-800s was obtained on 20 August 2021.
On 4 October 2021, Uganda Airlines started intercontinental flights, with three times weekly direct passenger service between Entebbe International Airport (EBB) and Dubai International Airport (DXB), using the A330-800 equipment.Four weeks later, during the first week of November 2021, the frequency between the two cities was increased to four times weekly, as a result of heavy load factors.
In January 2022, Uganda Airlines senior management indicated that their focus included (a) the establishment of a domestic service in collaboration with existing domestic operators (b) increasing the number of destinations in Europe and DR Congo (c) establishment of service to China, Saudi Arabia, Nigeria and India (d) Acquisition of an Approved Maintenance Organization (AMO) certification. Management plans to start self ground handling at Entebbe Airport in 2022, to reduce expenses.

Objectives of the Authority
The objectives of the Authority are:-
- To promote, improve and monitor the marketing of coffee with a view to optimizing foreign exchange earnings and payments to the farmers;
- To control the quality of coffee in order to ensure that all coffee exported meets the standards stipulated by the contract between the seller and the buyer;
- To develop and promote the coffee and other related industries through research and extension arrangements;
- To promote the marketing of coffee as a final product;
- To promote domestic consumption of coffee.
Functions of the Authority
The functions of the Authority are:
- a) To issue certificates in respect of grade and quantity of coffee.
- b) To register in accordance with guidelines issued by the Minister, on the advice of the Board, organizations and bodies applying to market coffee
- To collect, maintain and disseminate statistical data in respect of all aspects of the coffee industry;
- To certify all coffee exports;
- To monitor world market price changes and adjust the minimum price on a day-to-day basis to reflect the changes;
- To research and make extension arrangements through the Ministry of Agriculture or any other organization established in the country for the purpose;
- To reconcile coffee sub-sector policies with macro-economic policies of the Government;
- To liaise with the International Coffee Organization (ICO) and be responsible for the administration of stamps of the organization;
- To liaise with other international organizations and promote Uganda coffee on the world market;
- To be responsible for the overall supervision of the coffee sub-sector including related industries and advise Government on coffee sub-sector policies;
- To organize training for technicians, coffee processors and quality controllers.

As of June 2020, the paved road stock stands at 5,445 KM which represents 26% of the total national road network. This represents an achievement of 91% towards the NDPII target of 6,000km of paved roads while in 2017/18, the total national road network increased by 310.8km, from 20,544 to 21,010km due to newly constructed roads, which included dual carriageway sections and other roads that have been reclassified and gazetted as national roads by the MOWT for various reasons.UNRA constructed or rehabilitated a total of 113km of town roads, which are not part of the national roads, and is currently working on 187km.All Eleven (11) ferries under UNRA’s management were fully operational and delivered the scheduled trips registering a 95% availability and utilization rates respectively while ferrying 2,875,040 passengers.The Executive Director

The Uganda Peoples Defense Forces is the engine of Social-economic transformation of Uganda. The UPDF has pacified all parts of Uganda paving way for development of Uganda. The UPDF is a recipient of the Uganda Economic Development Mark of Excellence certification offered by Public Opinions in association with the Office of the Minister for Economic Development Office of the President of the Republic of Uganda.Uganda Peoples’ Defense Forces was so named in the 1995 Constitution of the Republic of Uganda. It was initially called the National Resistance Army which was the Force that fought the February 6, 1981 to January 26, 1986 Liberation war that saw the final overthrow of dictatorship in Uganda. NRA picked up the struggle from earlier Liberation struggles of the 1970’s against oppressive and anti People Governments in Uganda.Right from the immediate post-colonial era, the state was by nature and characters an oppressive one. At independence, the same army recruited, trained and left behind by the colonialists just changed the name from King’s African Rifle (KAR) to first Uganda Rifles (UR) and then Uganda Army (UA). KAR’s main function was to repress and suppress any opposition to the British rule. The senior non commissioned officers in KAR, like Idi Amin, who had been promoted on account of their brutality against the MAU MAU freedom fighters, became officers in the UA.For the first two decades of her independence, Uganda had to contend with problems of national unity and cohesion because of its military which was characterized by anti-people attitude and manipulation. It is against such background that in 1972, a young Ugandan man called Yoweri Museveni launched a liberation struggle under the name Front for National Salvation (FRONASA).There were other forces in the 1970’s struggle against Idi Amin that in March 26, 1979 merged with FRONASA to form the Uganda National Liberation Front (UNLF) with its military wing, the Uganda National Liberation Army (UNLA). They included Kikosi Maalum (led by Milton Obote with Tito Okello and David Oyite Ojok as commanders), and other smaller groups like Save Uganda Movement (led by Akena P’Ojok, William Omaria and Ateker Ejalu) and Uganda Freedom Union (led by Godfrey Binaisa, Andrew Kayiira and Olara Otunnu), that after the merger fought alongside Tanzania Peoples’ Defence Forces to oust Idi Amin’s dictatorship in April 1979.
UNLF ruled Uganda from the overthrow of Amin until the disputed national elections in December 1980 in which Obote was declared a winner after massively rigging elections. This prompted Yoweri Museveni to lead a final Liberation struggle under the National Resistance Movement (NRM) with its military wing the NRA that in February 6, 1981 started protracted guerilla warfare with only a platoon of fighters, 27 of whom were armed.
The NRA guerilla force persisted, being at the fore front of quelling the dictatorships of the time, and in 1986 they registered a landmark in the much needed liberation after a five-year people’s protracted war that climaxed in defeat of fascism in Uganda. This liberation brought about the restoration of dignity amongst the people and the state. From 1986, the NRM under President Yoweri Museveni embarked on, among others, formation of a constitution and in 1995, it was promulgated.
That is how the NRA became the UPDF. The UPDF is a nonpartisan force, national in character, patriotic, professional, disciplined, productive and subordinate to the civilian authority as established under the constitution.
