The China Railway Engineering Corporation (CRECG) is a state-owned holding company of China, which is under the supervision of the State Council. The company is the major shareholder of China Railway Group Limited (CREC), its subsidiary. CREC has a history of more than 100 years. In March 1950, its predecessors, the General Bureau of Construction and the General Bureau of Design, were established under the Ministry of Railways (MOR), which were later merged into the General Bureau of Capital Construction. In July 1989, upon the approval of the State Council, the General Bureau of Capital Construction was reorganized into China Railway Engineering Corporation (CRECG). In September 2000, the corporation was separated from MOR and put under the management of the Steering Committee for Large Centrally Administered State-owned Enterprise. In May 2003, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) became the funder of CRECG. On September 12, 2007, CRECG initiated the establishment of CREC, which was successfully listed on both Shanghai and Hong Kong stock exchanges on December 3 and December 7, respectively. In December 2017, it was transformed from a company owned by the whole people into a wholly-funded state-owned enterprise and renamed China Railway Engineering Co., Ltd.
Approved by the Ministry of Housing and Urban-Rural Development of China, CREC holds the Special-Grade Qualification for General Contracting of Railway Projects, and Grade-A Qualification for General Contracting of Road and Municipal Facilities Projects, as well as Grade-A Qualification for Specialty Contracting of bridges, tunnels, roadbeds, road surfaces and urban rail transit projects. CREC also holds certificates for carrying out foreign economic cooperation and import & export businesses.
CREC has undertaken the construction of more than two-thirds of all railways in China, including 90 percent of the country’s electric railways. It also contributes one-eighth of total expressway mileages and three-fifths of urban rail transit projects in China.
CREC’s business scope covers almost all fields of infrastructure construction, such as railways, highways, municipal facilities, housing and buildings, urban rail transits, water conservancies, hydropower stations, airports, harbors, docks, etc. It also provides vertically integrated turnkey services for construction projects. In addition, CREC implements a diversified development strategy, and has made remarkable achievements in survey and design, consulting, equipment and component manufacturing, real estate development, mineral resources development, highway operation and financing, etc.
CREC has accumulated rich experiences in the design and construction of ultra-large bridges, deep-water bridges, long and large-diameter tunnels, railway electrification, bridge steel structure, shielding machines, high-speed railway turnouts, car testing tracks, etc., enjoying outstanding technical and managerial advantages. At present, CREC leads the world in terms of bridge construction technology, holds a leading position in tunnel and subway construction in China, and represents the highest technical standard in China’s railway electrification.
CREC holds a leading position in the design and manufacturing of machinery equipment. The company owns the largest number of tunnel boring machines (TBM) track laying machines and bridge erecting machines used in railway construction, and catenary installation equipment for electrified railways in China. It also boasts ship-mounted cranes with powerful lifting capacity and full sets of deep-sea water working equipment. CREC can not only independently develop and manufacture world-class dedicated heavy industry machinery, but is known as one of the three TBM manufacturers with independent intellectual property rights in the world.
CREC has been listed among China’s first group of “innovative companies” by the Ministry of Science and Technology, SASAC and All-China Federation of Trade Unions (ACFTU). The company has won a total of 127 National Awards for Scientific and Technological Progress, including five grand prizes and 16 first prizes. Currently, CREC holds 18,568 valid patents, including 3,969 invention patents. The company has three national laboratories, namely, the National Engineering Laboratory for High-speed Railway Construction, National Key Laboratory for Shield and Drilling Technology, and National Key Laboratory of Bridge Structural Stability and Safety.
Currently, CREC has a staff of about 290,000, including 85,000 skilled technicians and one academician of the Chinese Academy of Engineering (CAE), of whom more than 2,400 hold senior professional titles.
CREC has long enjoyed a good reputation in the global market. Since the construction of the 1,861-kilometer Tanzania-Zambia Railway in the 1970s, the company has successively built a large number of excellent projects in Asia, Africa, Europe, South America and the Atlantic. At present, it has representative offices and carries out projects in more than 90 countries and regions around the world.
ABOUT PUBLIC OPINIONS
Public Opinions was founded by Makerere University students in 2004 in Lumumba Hall Makerere University and it operated as a study group on students welfare as well as Networking.
In 2008 it was incorporated as a company Limited by Guarantee by the Uganda Registration Services Bureau (URSB).
Public Opinions work towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals (UN SDGs).

MILESTONES/SOME ACHIEVEMENTS OF PUBLIC OPINIONS
- In 2009, Public Opinions organised a High Level United NATIONS Millennium Development Goals Dialogue at Hotel Africa Kampala and it attracted stakeholders from the Public and Private Sector, Religious Leaders and Diplomats.
- In 2009, Public Opinions organised 5 Small and Medium Enterprises Sessions for Youth Leaders such as at Gretton Hotel in Masaka which was addressed by Brig David Muhoozi who was commander of the Armoury Brigade in Masaka. Others Speakers included Prof Maggie Kigozi, Ambassador of ICELAND to UGANDA, Dr Kassim Omar who was Director of East Africa Business Council,etc. The Luwero SMEs Sessions for Youth Leaders organised by Public Opinions was presided over by Katikiro of Buganda JB Walusimbi and Hajji Abdul Nadduli.
- In 2010, Public Opinions organised the Buganda Youth Leaders Conference on wealth Creation. The conference was held at Katikomu Country Hotel in Kayunga and it was presided over by the Rt Hon Amama Mbabazi who was the minister for Security and Secretary General of the National Resistance Movement (NRM).It was attended by youth leaders from Central Region. Key speakers were from Uganda Investment Authority and Presidential Initiative on Banana Industrial Development (PIBID).
- In 2011,Public Opinions organised a Kampala Wealth Creation Awareness Conference for Youth Leaders
- In 2012,Public Opinions organised the 2012 Uganda Responsible Investment Summit and Award Ceremony which was presided over by Rt Hon Amama Mbabazi Prime Minister of the Republic of Uganda
- In 2012,Public Opinions organised the Uganda Who is Who Summit at imperial Royale Hotel and launched a book titled Uganda Who is Who Book of Records launched by Prime Minister Amama Mbabazi
- In 2013, Public Opinions organised the Pearl of Africa Lfetime Achievement Award (PALITA Award) in which over 80 High Profile Personalities were awarded and inducted in the Uganda Who is who Book of Records. Rt Hon Amama Mbabazi Prime Minister of the Republic of Uganda Presided over.
- In 2014, Public Opinions organised the 2014 High Level Uganda Responsible Investmen Summit and Award Ceremony in which 50 Responsible Investments were awarded. The Ceremony was presided over by H.E Yoweri Kaguta Museveni President of the Republic of Uganda, Rt Hon Amama Mbababazi Prime Minister of the Republic of Uganda and Prof Emmanuel Mutebile Governor Bank of Uganda.
- In 2017,Public Opinions recognised the Embassy of Italy to Uganda with the 2017 Uganda Transformation Award. The Award was received by the Ambassador of Italy .
- In 2017, Public Opinions recognised the European Union Delegation to Uganda with the 2017 Uganda Transformation award. The Award was received by the Ambassador of European Union Delegation to Uganda
- In November 2017,Public Opinions recognised the University of Bologna in Italy with the Global Sustainable Development Award as the oldest continuing University in the world. The Award was received by the Rector University of Bologna in his Office in the city of Bologna in Italy. This was followed with a meeting between Rector University of Bologna and Luzindana adam Buyinza Team Leader of Public Opinions.
- In 2018,Public Opinions in partnership with the Asia Africa Development Council in new Delhi India organised the Asia Africa Development Summit in New Delhi Republic of India.
- In 2016, Public Opinions and Computer Society of India together with Asia Africa development Council organised the India-Africa ICT Summit. The summit was held in New Delhi Capital of the Republic of India.
- On 22nd November 2019, Public Opinions held a High Level Uganda Responsible Investment Summit and Award Ceremony which was presided over by H.E Yoweri Kaguta Museveni and Hon Evelyn Anite Minister of State for Investment and Privatisation. During the Summit, H.E Yoweri Kaguta Museveni was declared the Uganda Peace and Development Champion by Public Opinions and 62 Uganda Responsible Investments were recognised with the 2019 Uganda Responsible Investment Award (URI Award).
- With the Outbreak of the Global Pandemic the COVID 19, Public Opinions participated in mass social media and field based Public Awareness and Advisory service to senstise the people of Uganda on COVID 19,How its transmitted and how Ugandans can stay Safe.
Since its founding in 2004, Public Opinions as been involved in mass information dissemination across the country,Public Awareness,Research,Training and mentorship of young people and in communities, Business Advisory services to small and medium enterprises in trading centres, etc.
