Members of the Parliamentary Health Committee recently approved a request by the government to acquire a $75m (Shs285b) loan for establishing a state-of-the-art heart surgery and treatment centre in Kampala.
Dr Charles Ayume, the committee chairperson, confirmed the development yesterday during the tour of the 10-acre piece of land in Naguru, Kampala, where the facility will be constructed.

The current Uganda Heart Institute (UHI) at Mulago Hospital is operating on about 1,000 square metres of land (a quarter of an acre), a space management said is limiting them from handling the rising number of patients with heart diseases.
Dr Ayume said in their assessment, the controversies over the land ownership in Naguru, specifically for the piece which was given to UHI, are small and can be resolved as the money is processed from the Arabian bank. The loan is from Saudi Fund for Development, OPEC Fund and BADEA Fund, which are working in a consortium, according to information from the government.
“This facility will save us from medical tourism abroad. But most importantly, any of us can become a patient, and so we shall need these services,” Dr Ayume told journalists and MPs during the tour.
UHI is trying to process a loan of about Shs300b and as an end-user committee, we are mandated to listen to the story and whether it is justified that they should get the money. So we came down to ascertain whether this land exists so that we don’t just rely on the land title.”
Dr Ayume said they will summon people contesting the UHI land ownership such as Lukyamuzi investment so that the issues can be resolved.
The other part of the UHI land also extends into the one belonging to the Church of Uganda and Kampala Capital City Authority.The UHI management said the issue is being addressed by the Uganda Land Commission.The commission allocated the land to UHI and other developers under the directive of President Museveni.
Dr John Omagino, the executive director of the UHI, said only around two acres of the 10-acre land are being contested by “encroachers,” a challenge he said should not stop the development process as discussions continue.
The current capacity is for 1,000 heart surgeries per year but this new facility will enable us to do 5,000 operations a year. Those 5,000 operations, if done abroad, we spend $100m (Shs378b) but if we do it here, we spend $25m (Shs94.6m). A unit cost is $20,000 (Shs75.7m) if taken abroad but here, a unit cost is $5000 (Shs18.9m), so we will save $75m (Shs285b), which is equivalent to the loan we are taking,” he said.

- In 2009, Public Opinions organised a High Level United NATIONS Millennium Development Goals Dialogue at Hotel Africa Kampala and it attracted stakeholders from the Public and Private Sector, Religious Leaders and Diplomats.
- In 2009, Public Opinions organised 5 Small and Medium Enterprises Sessions for Youth Leaders such as at Gretton Hotel in Masaka which was addressed by Brig David Muhoozi who was commander of the Armoury Brigade in Masaka. Others Speakers included Prof Maggie Kigozi, Ambassador of ICELAND to UGANDA, Dr Kassim Omar who was Director of East Africa Business Council,etc. The Luwero SMEs Sessions for Youth Leaders organised by Public Opinions was presided over by Katikiro of Buganda JB Walusimbi and Hajji Abdul Nadduli.
- In 2010, Public Opinions organised the Buganda Youth Leaders Conference on wealth Creation. The conference was held at Katikomu Country Hotel in Kayunga and it was presided over by the Rt Hon Amama Mbabazi who was the minister for Security and Secretary General of the National Resistance Movement (NRM).It was attended by youth leaders from Central Region. Key speakers were from Uganda Investment Authority and Presidential Initiative on Banana Industrial Development (PIBID).

- In 2013, Public Opinions organised the Pearl of Africa Lfetime Achievement Award (PALITA Award) in which over 80 High Profile Personalities were awarded and inducted in the Uganda Who is who Book of Records. Rt Hon Amama Mbabazi Prime Minister of the Republic of Uganda Presided over.
- In 2014, Public Opinions organised the 2014 High Level Uganda Responsible Investmen Summit and Award Ceremony in which 50 Responsible Investments were awarded. - In 2017,Public Opinions recognised the Embassy of Italy to Uganda with the 2017 Uganda Transformation Award. The Award was received by the Ambassador of Italy .

- In November 2017,Public Opinions recognised the University of Bologna in Italy with the Global Sustainable Development Award as the oldest continuing University in the world. The Award was received by the Rector University of Bologna in his Office in the city of Bologna in Italy. This was followed with a meeting between Rector University of Bologna and Luzindana adam Buyinza Team Leader of Public Opinions.
- In 2018,Public Opinions in partnership with the Asia Africa Development Council in new Delhi India organised the Asia Africa Development Summit in New Delhi Republic of India.
- In 2016, Public Opinions and Computer Society of India together with Asia Africa development Council organised the India-Africa ICT Summit. The summit was held in New Delhi Capital of the Republic of India.
- On 22nd November 2019, Public Opinions held a High Level Uganda Responsible Investment Summit and Award Ceremony which was presided over by H.E Yoweri Kaguta Museveni and Hon Evelyn Anite Minister of State for Investment and Privatisation. During the Summit, H.E Yoweri Kaguta Museveni was declared the Uganda Peace and Development Champion by Public Opinions and 62 Uganda Responsible Investments were recognised with the 2019 Uganda Responsible Investment Award (URI Award).
